low milk supply

ok so my baby boy is almost 4 weeks old and I'm still only getting an ounce out probably about 1/2 ounce out of each breast...my baby boy was so hungry I had to give him some formula...currently I have been eating 1 pack instant oatmeal on and off but I drink mothers milk tea 2x/day and take fenugreek 2 pills 2x/day any suggestions on how to increase my supply??!
