Some of these I imagine are only rated R because there are boobs or nipples visible on women in them🙄 some of those have nothing wrong that could possibly be considered rated R EXCEPT for boobs.

I don't get the R rated movie thing. So anyone can see it with supervision? Is this why people are saying that kids are being taken to see Deadpool?
In the UK, we have U (universal for all), PG (parental guidance), 12A (12 on your own but younger with a parent), 15 or 18. 
What are the US equivalents?
