Should mothers who smoke around their kids get a ticket if the cops catch them?

Today I was at the store and while leaving I saw a lady,her newborn (no older than 3 weeks), and the lady's mom sitting on the bench smoking cigarettes like right in the baby's face! Gosh I wish I had the guts to say something but it's not my business. I think if a cop saw them they should get a ticket or something. It's just wrong!
