Burst blood vessel

Sometimes I get really itchy and get mini rashes. I've been taking antihistamines which have been stopping this but I've run out and haven't had one for a few days. Earlier my boob got super itchy, and I scratched a little (not much at all, and through layers) but then it got really itchy and I looked at it and saw this

It looks like a blood vessel has burst, possibly under a stretch mark. I was wondering if anyone has had any experience of this or something similar before??
