HCG???

Question

I was 4wks and 3 days. And I was an 8 Dr said it should be at least a 20 on Friday of last week then got 2 shots for it can anybody explain to me why it's an 8. Now I'm 5wks today and get tested again to see if it helped

They gave me progesterone 1 dosage but 2 shots and now they have on progesterone supplements and understand why now and thanks for trying to help
