Should 2 years old have time outs?

My sister has a two year old and when ever he does something bad like spill something on purpose or hit she tells him to go to his room he then cries and runs to his room until she tells him he can come out. Do you think he is to young, I don't think he can fully understand a time out yet or that he's doing something bad. What do you think?
