Needy baby

My little one is 4weeks old and is only happy through the day if she's being held, she can fall asleep in my arms but as soon as I put her down she cries. Some people tell me il spoil her but I've read that your not meant to leave a baby to cry this young as they only cry because they need something. I don't know what to do as through the day I can't do any housework as she just wants to be held. Does this phase pass once they start reacting to stuff around them?
