Sexually active

Okay so my mom is making me go to a girl doctor and get me on birth control. I know they are gonna ask if I'm sexually active and I don't know what to say. All I ever do is oral(fingers only) but any type of sex is a no no to my parents. My mom is gonna be with me and I don't know what to say when they ask this question. Also if I tell I'm afraid that my Bf is gonna end up arrested because of his age. HELP!
