Childproofing

So I have a 9 year old sister who gets into EVERYTHING. She will go into my bathroom, use my makeup and ruin it, squirt all the bottles of shampoo, conditioner, soap, etc into the shower, and she cuts her hair with grooming siscors.

Before you go blaming my parents for being bad parents, you should know that she's a foster child and my parents can't physically punish her.

The best we can do is hide our stuff, but even when we do hide it, she somehow sneaks into my bedroom and looks for stuff to get into. I was wondering if there is any child proof methods y'all could recommend that a 9 year old can't get into.

We got permission from the state worker to take everything away from her. We're also going to try magnetic locks that requires a key.
