should i have sex with him?

i'm almost 16 and he's 18. we've hooked up 2 times before after school. he's fingered me and eaten me out and i've given him handjobs. he keeps saying he wants to have sex with me. we aren't dating or anything but we've been talking since like october. im scared that if i have sex with him i'm gonna regret it since i'm kinda young. i've gone through a lot the past 2 years so i don't know if i'm in the right place in my life. but part of me just says just do it and it's whatever. what should i do?
