Why does it seem like southern states and local governments are intent on keeping women's rights in the hands of legislation and peoples humans rights at a minimum? Race, LBGQT, women, it like the south still had oppression running through its veins.

Religion, ingrained "values", tradition, poor education and even poorer exposure to anything different.
The cities are very different than the country, mind you.

As someone in a small town in Bible Belt bumble fuck, Oklahoma, it's because the majority of the people here are of some form of Christianity. While most don't follow the bible completely anyway, they pick at people in the community because it's easy for them. They aren't gay/trans for the most part so it's simple and convenient to shit on others for it. Same thing with race and womens rights.

Or that's my primary observation from living here my whole life.

The south has always been extremely traditional, generally speaking. Change is bad and all that nonsense

Because they do. Don't forget that southern states had their own set of rules laws rights after the civil then later on all states came together and made a mutual agreement but the states were still following the same rules they just had to make sure that it didn't break their mutual agreed laws.
