My mom twisted skin tags off of her neck when she was pregnant with me and I was born with a huge cluster of them on mine. I had them removed when I was 12 and then had to have several injections in the scar and light treatments to reduce the redness and scar tissue. 
Here it is today.

I got rid of mine by gently twisting it each day, it cud off the blood flow to it and then eventually you will be able to just lightly pull it off, another way is freezing it (like verucas) or tiring string etc around it (again cuts off the supply). Never had a problem since I've done that 😁
