Should my baby's father be allowed in the delivery room if we are not together?

My baby's father and I aren't together because of emotional and mental abuse. Also, because he was not getting his shyt together and just not doing anything. I broke up with him about a month ago. But yet he still thinks it's okay to speak to my mother, when I've asked him to stop. He still is in love with me but I have no love for him. I tried to save the relationship for 4 months before I decided to leave bit things weren't changing.
