How are condoms that are used correctly not fully effective?

So I've been reading a few forums and it's obvious most people rely on condoms. I know that a condom that is used incorrectly (Such as if it breaks or is put on the wrong way) may fail to protect against pregnancy. But what I don't understand is how a condom can only be 98% effective when used properly? Can semen some how leak through the latex even if there is no holes in the condom?

I'm not an exert but I feel like that's the percentage that the condom itself can fail? Like all this manufactured there's always going to be flawed products. Also they probably put that to save themselves from lawsuits lol.

I believe that it is because even if you do use condoms correctly every time the condom could still be defective, have a hole in it, somehow get stuck in you, etc.

If you are concerned about the effectiveness of only using condoms I would highly recommend getting a prescription for plan b—that way it is free (if you have insurance), and if something does go wrong you don't have to go running to the pharmacy.
