Yes! It's called an attached labial frenulum. My son had one, in retrospect it probably contributed to latching issues. His pediatric dentist didn't want to mess with it until/if it started to cause a gap when his permanent teeth grew in, shortly after that apt tho he fell on his face and it broke free.

My sister's daughter has a lip tie that looks just like your baby's.  They had a lot of trouble learning to latch correctly.  Talk to your pediatrician if your baby has any trouble!  It would have saved my sister a lot of heartache if she'd talked to baby's doc sooner.  Good luck!

My baby had that and a tongue tie - saw a pediatric dentist and he said as long as they one doesn't blanch (turn white) and create issues with feeding the upper lip one is fine

Looks like one to me but shouldn't be a problem unless there are latching issues while nursing.

DD's looks the exact same way. I think it's somewhat normal for it to look like that. If it's causing feeding issues that's another problem!
