Toddlers with pacifiers

Ok so my friend has a 3 year old that always has this binky in her mouth. I don't get it, I guess because my first son only had one for a few months and my second strictly breastfed. She literally doesn't talk because it's always in her mouth. I feel like it's delaying her speech and it's bad for her teeth but I don't know how to say anything without coming off as judgmental any suggestions??
