In need of help from Florida moms!!

Does anyone know when I can flip the car seat over? On the seat it states that over 20 pounds can be forward facing .. However I've heard different things from different people.. Some say to go ahead and flip him over at 20 others say that since we're in Florida we are not allowed to do forward facing until they are 2 years old... Anyone know??? I hate the fact that I cannot see him when I'm driving and I've tried attaching those mirrors on the back seat but I can't do so on my car. I'm more worried than anything when I'm driving!!!!
