Cycle day 19 negative opks!!!

Hi all I have been testing for what seems like forever and that's all I'm getting is negatives!!! Can you still ovulate if they show low LH Surge!?? I have PCOS also will that effect it?? Feeling so disheartened at the minute!! 3 years TTC come October!! This is hard work 😢😢😢
