Those teens should be tried as adults for at least assault and be responsible for the medical expenses.  No money,  no problem - - the little brats can work it off by flipping burgers at the local burger joint.

Assault would definitely apply. So would harassment and breaking and entering. Possibly kidnapping. Maybe even attempted murder if you get a good enough lawyer. 
What the family should do is get a lawyer and take the bullies to court. Or, at the very least, get a restraining order to start with. Even talking directly to the police instead of the school would be better. That is how things are usually dealt with when adults are assaulted.
The sad reality is that, as you can see from this video, the girl's parents speak broken English. I don't mean to impose stereotypes, but that may signify poverty, a lack of knowledge of American customs, etc. all of which may hold them back from going to the right people for help.
