Afraid of breast feeling bullies

The hospital I will be delivering at boasts a 90% breastfeeding rate for new moms. As of right now I am planning to breastfeed. I am just nervous that if I change my mind I will be bullied or shamed for "not doing the best thing for my baby". I had a friend who had a baby a few years ago and did formula from day 1 and when she asked for an ice pack for her boobs they said "if you used them for what they were intended for, you wouldn't be in pain" and refused to give her one 😳 I'm all for nurses, lactation specialists, etc providing information and trying to help, I just think once a mom says no that should be the end of it and she should be respected. You're already so completely vulnerable I don't think it's fair for people to judge you and question YOUR decision about YOUR baby. Any moms have any insight on this?
