He hit her

I got a call from my friend this morning. She was crying and very upset. She told me that she hit her boyfriend for texting someone else and that he hit her back. She told me that she has blood pouring from her head. I went to her place to take her to the hospital but he won't let me in. I call the police but they won't open for them either. This is not the first time they have had these issues. I am afraid they're going to hurt each other seriously.

I understand she will probably get in trouble but this is a big issue that needs to be fixed. She has hurt him seriously in the past and they need help. She has burned him with hot water.
