Femur 16% percentile

Had a 3D ultrasound at 28 weeks 4 days and they measured the baby's femur and said it was in the 16th percentile - what does that mean? Head and abdomen measurements were all on track, overall he was 53rd percentile...this was done at an ultrasound place not by a Dr. I'm 6' and my husband is 6'5
