Does every belly drop?

Does every belly has to drop? I'm currently 38 weeks and nothing so far! No signs of anything except slightly cramps and bad leg cramps :( I feel like he will come later than due date!!!

My midwife told me that since this is my third, baby most likely won't drop until in labor. Babies only tend to drop when it's the first pregnancy
