General tipping

After seeing several posts on tipping waiters I'm curious, is it just waiters that deserve tips or is it all people that provide a service (as some people in other comments have mentioned)? Do you tip hairdressers, builders, pet groomers, etc, anyone that provides you a service? Many people don't get a living wage but some only seem interested in food servers , what's your opinion.
