So today my bf and I were arguing and he attributed it to PMSing saying I have a "chemical imbalance because I'm PMSing"  it made me so mad.  Am I right to get offended?  Or am I overreacting?

That is a cop out he is using to blame you for the argument. It's a cheap shot and you are totally allowed to be angry about it. Men don't throw your period in your face like that, but boys- yeah they do that shit. He needs to grow up and show some compassion.

I'd be pissed the fuck off. Yeah, hormones can cause irritability and whatnot, but there's usually a legitimate reason for feeling that way. Using the PMS excuse is a cop out and is not acceptable in my book.
