Is it okay to propose at someone else's wedding?

my cousin got married recently and his brother proposed at the wedding. The bride and groom were in on it and it was done away from the guests. There were professional photos taken as he proposed and the entire thing seems extremely false and almost too staged.
 Although I love my family I can't help but feel sorry for the bride and groom, that day should have been entirely about them. My opinion is that it's unacceptable regardless and why did he have to pick that one day? Why couldn't he have picked a different place to do it and let the bride and groom have their special day. I don't understand how any bride could be okay with it. Plus the fact that my two cousins always try to out do each other and have both previously been engaged; again the timing was funny and seemed to be due to rivalry. I'd have been so angry if someone did it on my wedding day. 
What are your thoughts? Is it okay to propose at someone else's wedding?

I say it's incredibly selfish to turn the day around and make it about yourself. that's how I feel about it. it's just weird to me.

How can you possibly be even comfortable asking the bride and groom something like that!?!? like if someone would say something about that to me I'd be like no, it's my day. you can pick another day to do it. no matter how much it would piss them off

I think so too... like my boyfriends brother is getting married next summer and that's when he said he planned on proposing to me and I'm like whatever you do... don't do it at the wedding please. I'm just not like that. I'd feel bad being that selfish

My cousin will propose to my best friend at my wedding. We are all in on the proposal. It's going to be absolutely adorable and surprising to her and our guest. When I'm ready to toss my bouquet, all the girls gathered on the floor will step aside forcing her to catch it and he will walk up and propose. I have no problem with it at all, I actually helped plan it and I'm way too excited about it.

Only if you get permission from both the bride and groom. But personally?...if someone asked me to do that at my own wedding, I would tell them no.

Wow! I would be pissed if someone stole the show at MY WEDDING. I mean I get that it's a romantic setting and all but the bride and groom paid thousands of dollars to have THEIR special day... Not you, this is NOT your day. Omg this is making me so mad right now!!!

For MY wedding day, that would be a hell no. That is my special day! ..... But in this situation, the bride and groom were in on it, so then it must be okay. If they didn't like it they could of said no.
