Eczema or heat rash?

Hi moms - so need your advice. Went to see the dr for his 4 month and got Aveeno eczema cream which helped his arms but is he still has this rash on the inside of his elbows. Do you think it's a rash or eczema? Should I be putting cream on it or keep it dry??

Looks like eczema. I'm sadly becoming a pro at spotting it :\ eczema can be inflamed by heat

My daughter has eczema spots that are worse behind her knees they look kind of like that. When they get really bad I'll put some hydrocortisone cream on them otherwise just moisturizer. Her dr said there isn't much you can do for it besides what I've been doing. The hydrocortisone is the only thing that will really help in clearing the spots up for her but I try to only use it occasionally.

This is my daughters eczema. She has had it since she was 1.5 years old. She has been on multiple creams and steroids.
