What is this? It's right below my butt cheek and it feels dry and bumpy.

to me that just looks irritated, like my legs will look like this if I'm not careful enough with shaving. in that case, keeping it clean and putting a teeny tiny bit of healing or soothing ointment on there to stop the itching works for me! 
if it doesn't disappear within a couple days or if it gets a lot bigger, I'd ask a doctor or dermatologist about it, just to make sure!

Chaffing!! Just happened to me the other day and it was beyond painful. I've read that aloe Vera helps and also neosporin or baby powder was recommended to me. Try not to wear clothes that'll rub against it because it'll get worse and painful
