He doesn't want to sign the birth certificate 😑

So my boyfriend thinks it's best that he doesn't sign the birth certificate so I can get more public assistance from the state of Massachusetts. I was like really? I honestly don't care, I don't even like his last name lol. Is this normal? What u ladies think ? We been together 5 years he's not fiancially stable. He's been going down a rough path. He taking control of my life, so I'm happy that he given me the only thing in my life I have control of. He's taken my car, my laptop, and my life. My life feels out of control. And I'm going to move the end of the month cause I been living with him and his family and they drive me insane.
