Swaddling 14 weeks

My son is 14 weeks and my pediatrician keeps telling me to stop swaddling him. I don't keep him swaddled because he startles, it's because he rubs his face with his hands and will knock his pacifier out and cry. I tried putting 1 hand out and he still rubs his face. I'm running out of ideas.
