If you got your hair done and every person you've seen complimented you but your husband never said one thing about it.. not "it  looks nice" "you look nice" ... ANYTHING!! Then when you say something to him he brushes off like it's nothing..

I hate the idea that 'men don't notice things like that'. That's such bullshit. My boyfriend always notices when I change something and he always compliments me because he knows it makes me feel good, because he's not a shitty person. (I'm not saying your SO is shitty because they don't compliment you). 
There are no excuses for men to not notice just because they're men. 
Personally, I would be upset if he just brushed me off, but that's just me, and it really depends on your relationship with him.
