It's not wrong but being 21 I'm not sure what you have in common with a 23 year old. The age jump is huge based on maturity level because your 20's is the time where the most changes have in your life. Don't let anyone make you feel bad about it but just be aware that because you both are growing, you may grow apart

Totally depends on where you live. If you have not reached age of consent yet (which varies from state to state...it is 17 years old here in Texas), then yes, it is wrong. He could go to jail for a long time and be put on the sex offenders registry.
If you are of age, and you aren't feeling pressured into anything, I say there's no problem.

As long as there's no manipulation and he's not messing up your life because you're a different places. Look up your state's age of consent (assuming you live in the US, idk how the AOC works in other countries) because some of them are younger than you'd expect. In Ohio it's sixteen.
