7 week old and poop issues/other mom's please your input

My little girl has normal stools up until 11days ago. Now its this but it comes out in a clear liquid like water. She was 50/50 breast milk and formula. This poop is just formula as her doctor told me not to breast feed for now. This poop isn't normal is it? The poop consistency has been like this for the past 11 days..she has been on nutramigen per her doctor for over 24hrs now and it has not changed. She is pooping about 15x or more a day. What are your thoughts? She is a bit fussy and just seeming unsatisfied. Not to mention her bottom is raw now. She does not have a fever, no rash, and no vomiting. Shouldn't the nutramigen be binding her up?
