When you can handle any and all health and emotional risks that come with it. If you can't handle a pregnancy or baby financially, emotionally or any other possible consequence, then don't.

whenever you feel ready. But please please make sure you are on birth control, using condoms, etc. accidents can happen protected and unprotected. I got pregnant when I was 16. And now I'm 17 and 25 weeks and 3 days pregnant. So make sure you know the risks and consequences you are/will face.
