How to help baby learn to crawl?

My daughter is very interested in crawling and basically just moving in general. When I put her down and she tries to scoot her legs, she can't seem to get any traction though. Is this something she'll learn or should I move her to a different kind of surface?

I think its more about strength than anything else. Crawling requires them to be able to hold their body weight and then be able to move it. My daughter can scoot around during tummy time, she has done a complete 360 circle but she did take several breaks and she can move a little to the left or right but she is dragging herself around and not crawling yet.

Some babies never crawl! My son was very active, but just could not move his little body anywhere. He wouldn't sit up either, even at 8 months. Then one day he figured out how to balance and he sat up, pulled himself up on the coffee table, and walked across the room all in one week. Never got the hang of crawling....
