You don't need to loose weight you need to be confident and love yourself, and if you believe getting lighter will achieve that go for it! You do what you need to do to love yourself and be happy with yourself.

I'm 5'2 and 136 and ppl keep telling me how small I am and I look like I've lost weight. But most of the weight is in my thighs and butt. But I exercise regularly. Ppl carry weight differently as long as you are happy with your body do whatever you please

You should always drink water and strive to eat healthier (great for physical and mental health) but you don't ever NEED to lose weight unless it's harming your health. 
You don't seem to be overweight. If losing weight would make you happy, then go for it. Don't make it a top priority though. 
If you're happy with yourself then don't change :)
