Weird Rash, Need Answers

I've had this rash for a few weeks and i thought t was just dry skin. Once in a while it will go away for a day or so but then it comes back. It is on my neck (as you can see) as well as my eyelids and around my mouth. It is red and hurts and feels very rough. Does anyone know what it could be? Or had a similar experience?
