Denied Medicaid- need c-section.

I am desperate for help. My boyfriend and I make about 3.5K a month together. My doctor informed me that from the way the baby is positioned, I will most likely need a c-section. 
When I was about 16 weeks pregnant I was denied Medicaid because we make too much money. From what I'm seeing online, a csection in my city runs at about 30k total. There is no way we could pay for that. 
I've been denied health care coverage because we are not applying during the enrollment period and I wouldn't receive coverage until months after our baby will be born. My question is, has anyone dealed with something similar or can someone tell us what we can do next? City health system has also denied us for making too much money. Would I have to lie and say I am alone? Or quit my job? We really need both of our incomes to make it but we are desperate. 
Edit: the marketplace said a pregnancy is not a qualifying event for an exception. Maybe just here in Texas. Also chip was also denied. We would have to make 2700 or less to qualify.
