Moving out??

I'll be turning 18 on the 24th of September and will be moving into my own apartment. Should I start buying small things like (dishes, silverware etc) also any tips on budgeting?

Yes you definitely should start doing that. Honestly you probably should have sooner. But too late for that now i guess. As for budgeting, my advice to you is to take the first few months of living on your own and see what your expenses are. Don't spend money on extras for a while until you're comfortable with your budget for the necessities.

I keep a bill book. It's a calendar but made the size of a notebook.  So the blocks are big enough to write in.  Bills that always have same amount and same due date I write them down for that month. As others come in like electric bill I write on what day it's due and how much.  you calculate on pay days.  also I only put bill money and little extra in bank and cash the rest so not sliding card every time... That can get you in a mess. Example for pay day.. Electric due in about 2 1/2 weeks and vehicle insurance due in about 2 weeks so I divide them in half.. Electric =100 insurance =80
So next 2 paydays I would put $90 in account. But anytime bill money is less than 240 I put extra in account.  For emergency or if have sale on baby stuff I need, etc.  As long as you keep record of bills and don't just go spend money then you should be fine.  I also wouldn't get a credit card.  As far as buying stuff I'm a fan of resale places or buying used especially since you are probably on a budget.  Once you get on your feet you can go buy the new fancy stuff you really want.  Also don't go have Internet and TV turned on right away.  Wait about 3 months to know exactly how much extra money you have.  Most places are tied into contract and if you figure out you actually don't have money for package you want or for it at all you would have a big cancel fee plus it would mess up your credit.

Yep absolutely. Also I'd say only buy what you need, don't go to an expensive place and spend $100 on a 24 piece crockery set (dishes, plates, bowls, mugs etc) when you can go to Kmart and buy 2-4 plates separately for $5 each.
