Bugs can't live past a certain elevation

I live on the top floor of a high-rise apartment building. Somebody told me once that insects can't live past a certain elevation. Do you think that is true? In the 8 years that I've lived here, I've never seen a SINGLE bug in my apartment, just a few fruit flies if I left fruit out for awhile.
