I'm a lingerie stylist, I can happily tell you that the strap is there to hold your breast in place (once you've fitted it on yourself) so that it doesn't slip back and give you a 'gape' at the top of the cup. Very important on a strapless bra, but essentially all well made balconnet style bras will do it, because it means better lines under clothes. Also if there is a loop of material at the top, then it could also be to attach a strap if you wanted to convert the strapless to a halter neck or cross strap version.
