What size tank is that and how many/ what kind of fish are in there? There's a number of things it could be. Ick is not one of them though, Ick is small white spots. All fish are carriers for it and it usually shows up during stress, temp changes, environment changes, or water quality worsens. More likely to be fin/scale rot of some sort, a bacterial/fungal infection, ammonia burn, or other fish picking at him. Could also just be the fish maturing and changing color. Also, depending on the ornaments in your tank it's possible to be rubbing against them and tearing the scales.
