MY NEIGHBOR LOOKS LIKE A GREEK GOD (see pics!)

I have been talking to this SUPER cute boy that I met a couple weeks ago. He lives on my streed and we have been snapchatting ever since we met while i was walking my dog. We trade off making the first move, but he always responds very quickly and the pics are always selfies of him. I always wait at least 30 min before opening his snaps, sometimes even post on my story, without opening his snap, and wait till he's viewed my story before opening his snap, just to tease him a little bit. He has only failed to respond to two (out of the many) snaps i have sent him.
Last week we were talking about this hike and he said we should go sometime, but when i responded "just give me a date and time, and i'm yours😊" he didnt reply. This week we were at 2 different parties and he snapped me "what am i doing here?" While shaking his head. I replied "ayy we must party together soon" and he said "of course where are ya??". I opened his response the next day and replied "im busy this weekend, but some other time😊" but he never responded. 
These are the only snaps where i have made any sort of blatant suggestion that we hang out. He kind of strings me along, and then immediately shuts me down. It's so weird! Im getting complete mixed signals from him. When we talked in real life (we have once), he was outgoing, sweet, and flirty, and we got along really well. He also added me on snap and insta first. Idk why he is sending such mixed signals. HELP!!!

I ran into him again today and he asked me to hang out sometime this week, but didnt specify a date or time (AGAIN!). I playfully responded "yeah, snap me!" as we were walking away and he agreed, but he still hasnt snapped me. He was extremely flirty, asking me lots of questions, and i really feel like we had a connection. What is up with all these mixed signals! Im so confused!
