what is culture appropriation

This is an honest question, I'm not trying to troll or anything. I have tried searching it up, but all I get are different things on what it is.
One person is saying when only a white person does something like wear a kimono or have dreads, another person said its when you claim someone else's culture as your own, another person said its when you're part of a culture that your race/ethnicity isn't common to, and someone else said a similar thing to that except it more along the lines of "you're not allowed to be part of a culture that isn't your skin color".
I'm honestly just confused on what culture appropriation is and when I've asked people question about it they never answer it? 
I don't mean to ask these questions in a rude way, but out of actual curiosity. I've heard certain Halloween costumes is appropriation, but it seems more just like a stereotype to me?
For example, as someone who's Asian, what if I dressed up for Halloween in those stereotypical Asian costumes? Would it still apparently be considered culture appropriation? And how is wearing a certain hairstyle appropriation? 
I'm sorry if this post is too long or comes off as rude, but I need someone to clarify these things for me please 😭

You'll probably get a lot of answers to this question, where people call cultural appropriation bs. Those are the people you shouldn't listen because they never paid attention in the first place.

We live in a world where many cultures come in contact with each other, which I think is great. There's cultural exchange, cultural diffusion and then there's appropriation. Appropriation is harmful because it takes an aspect of a community from them. For example, calling corn rows boxer braids completely ignores the history of the braids and its original culture. When certain groups of people have fought for their culture to even exist and then another group takes it, rebrands it and acts like it was never theirs? No it's not the worse problem in the world, but it sucks.
