Where is baby kicking 21 weeks?

Wondering where are other mamas feeling their baby kick around 21 weeks? All of the movement I feel is still below the belly button and often very low on the pelvis. I know the baby is supposed to move up along with everything else but he seems to be super low. Maybe I am just carrying low? I guess I am more concerned because at my anatomy Scan they told me I had a low lying placenta but that it should move up as the baby moves up! This was 2 weeks ago and baby is still pretty low. What is everyone else's experience so far?
