Not normal. But I don't think it's worrisome either. I know my newborn diapers had a cut out maybe you could try cutting out the area and keeping it dry.

That seems like abit much.but it may of just been from the diaper rubbing against it.Id just clean it and make sure to double check diaper stays folding down
