Not registered to vote=No Grounds for opinion?

I see a lot of people on my Facebook lately saying #TRUMP/HILARY2017 but I know there is no way they're registered or will make an effort to go vote... So my question is, should you have grounds for an opinion on your preference if you're not voting? To me if you're not voting by choice, it should mean you either don't care or you hate/like both equally.
