HGC blood test level- so confused!!

I am 2 week out of a 3dt for IVF. I had my blood test today and my hcg level was 30. I was super excited but the nurse told me they cant say its negative or positive and that usually they like to see a level around 60. Is there anyone who on day 14 had blood work, had a low hgc and carried full term? I think i implanted late and am about 2 days behind.. i am keeping my fingers crossed.
