My son had this and it was a milk allergy. I stopped eating dairy and it got much better for him. The pediatrician prescribed an ointment and it cleared up in a few days.

Could also be eczema. Does it flair up when she gets hot?

My little girl is formula fed and has a little bit of baby acne that looks exactly like this, it's been slowly clearing up. You could always check with your pediatrician if you're still concerned, nothing wrong with double checking.😊
