Newborn Congestion?

3 week old has a stuffy nose, coughs (because mucous goes from his nose to mouth). I have been suctioning his nose all night/day. I ran a hot shower and we sat in the bathroom a few mins (his breathing was so clear). I just got saline drops. I let him take naps on me because it seems when he's on his back its hard for him to breathe. I was told by pedetrician no er unless rectal temperature is 100.4 it's 99.4. Last week I went at 99.1 and they said he was fine after 3.5 hrs of waiting at the children's hospital around sick kids. Anything else I can try? Thanks ftm.
